Arriving at the town of Fort Smith with a prisoner, Lucky Luke is surprised to find a place in turmoil and a thoroughly annoyed sheriff. Born and raised in Belgium, Morris moved to the United States in 1946 for six years. There, he worked for MAD magazine and met Ren Goscinny, with whom he collaborated from 1955 until Goscinny's death in 1977. Xavier Fauche, a well-known figure in French radio, wrote for the French version of Jim Henson's show Fraggle Rock and co-created the cartoon Les Tifous. His enduring cooperation with Jean L turgie produced eight Lucky Luke titles, followed by the spin-off series Rantanplan (Rin Tin Can) and Kid Lucky.

In this volume, Lucky Luke acts as a government agent and ensures that every candidate for settlement is treated fairly. He has to deal with jealousy, corruption and greed.
Rin Tin Can, possibly the stupidest dog ever, is left in charge of watching the jail. Obviously, the Daltons escape and steal horses and guns. Lucky Luke refuses to get involved, but when he witnesses the prison guards' incompetence and Rin Tan Can's lack of brains, he has no choice but to set out on the Daltons' trail of holdups and burglaries.
